Seven Congolese CSOs selected to test SNOIE

As part of the development and expansion of the Standardised Independent External Observation System (SNOIE), a process which began in January 2019 with the signing of a partnership agreement between the ‘Forêts et Développement Rural (FODER)’ and the ‘Comptoir Juridique Junior (CJJ)’. The CJJ in the Republic of Congo is the organisation that will pilot the external independent monitoring activities of civil society organisations mobilised within the ‘Platform for Sustainable Forest Management (PGDF)’.

SNOIE is a set of processes for monitoring the exploitation of natural resources based on an international standard (ISO 9001: 2015). It consists of documenting and reporting violations and monitoring and disseminating the decisions of administrations. In April 2018, the SNOIE system officially obtained its Certificate of Conformity to the ISO 9001 2015 Standard. With this certificate, the system became the very first certified civil society led approach to the monitoring of natural resources in Cameroon. The certificate is valide for a period of three years and was obtained with the financial and technical support of the Centre for International Development and Training (CIDT) and the University of Wolverhampton in the framework of the CV4C project.

Avant de se déployer à tester le SNOIE, les OSC  congolaises retenues suivront une formation à l’utilisation des procédures du SNOIE. Cette formation, qui durera cinq (5) jours, sera  à fois théorique et pratique. Chaque OSC pourra à l’issue maitriser les méthodes et moyens à déployer pour mener à bien une Observation Indépendante externe normalisée.

Selected Congolese CSOs will be trained in SNOIE procedures during five days of theoretical and practical training. At the end, each CSO will have mastered the methods and means to carry out standardised external independent monitoring activities.
